1.For the purposes of promoting correct and proper labeling of apparel and 
  garments, safeguarding the good standing of garment manufacturers and 
  protecting consumer interests, this Criteria is set forth pursuant to Article
  11 of the Commodity Labeling Act to specify the particulars which must be 
  contained in the labeling of apparel and garments and the methods of 
  labeling. Notwithstanding the foregoing, export products may be labeled 
  according to the requirements of the importing countries. 
2.Apparel and garments referred to in these Criteria shall mean clothing 
  products made of fabrics, down or leather (natural and man-made) that are 
  worn by people or used on any parts of human body.
  (1)These items are included as follows:
     1.Tops: shirts, suits, blazers, jackets, sweaters, vests and blouses.
     2.Bottoms: slacks, skirts, culottes.
     3.Long apparel: dresses, coats, windbreakers, robes, formal wear, 
       jumpsuits.
     4.Swimsuits.
     5.Underwear.
     6.Pajamas and bathrobes.
     7.Hosiery.
     8.Accessories: handkerchiefs, face masks, eye masks, ties, scarves, 
       gloves, sleeves, and hats.
  (2)These items are not included as follows:
     1.Dramatic costumes.
     2.Tailor-made or made-to-measures.
     3.Footwear.
     4.Umbrellas.
     5.Belts.
     6.Handbags, briefcases, backpacks, purses, wallets.
     7.Wrist pads, knee pads.
3.Labeling requirements are as follows:
  (1)For domestic-made goods, the name, telephone and address of local 
     manufacturers; for imported goods, the name, telephone and address of 
     importers.
  (2)Size or measurements.
  (3)The name of originating country.
  (4)The fiber or down contents.
  (5)The care instructions.
4.Labeling requirements for fiber or down contents are as follows:
  (1)If the content of natural or man-made fiber or down exceeds 5%, the name 
     and weight by percentage of the fiber or down shall be stated on the 
     label. If the weight is below 5%, "other fibers" shall be stated on the 
     label. But if the content of down is below 5%, the down labeling is not 
     required. However, if the fiber or down content has a bearing on the care 
     instruction of the apparel or garment, or to indicate the features of the 
     product, the name and weight percentage of the fiber or down shall still 
     be stated on the label.
  (2)The labeling of the name of fiber or down should use its Chinese 
     scientific name or conventional name, and if necessary, be supplemented 
     with accepted English scientific name. (See attached table)
  (3)For apparels or garments in suit or set where each piece can be considered 
     an individual product by itself, the name and weight percentage of fiber 
     or down in each piece shall be labeled separately, regardless whether the 
     individual pieces are made of different materials or sold separately or 
     not.
  (4)Apparels or garments made of wool fibers with fiber content not less than 
     95% may be labeled as "pure"; down-containing apparels or garments may not 
     be labeled as "pure down" or "100% down".
  (5)Accessories (e.g. lapel, cuff, waistband or label) do not require 
     labeling; ornaments (e.g. embroidery or embroidery patch) that cover less 
     than 15% area of the apparel or garment or is less than 5% by weight do 
     not require labeling.
  (6)The allowable error in the weight of fiber content by percentage is ± 3%; 
     however no error is allowed for fiber content labeled as 100%.
  (7)Commodities containing recycled wool or silk, which weight by percentage 
     must be labeled.
  (8)When the apparel or garment contains lining, filling, fleece or down, the 
     name of fiber or down in the shell, lining, filling, fleece or down and 
     its weight percentage shall be separately labeled. For the labeling of 
     down content, the allowable error is ± 5%.
5.The care instruction (care labeling symbol) must include the following 
  information:
  (1)The care instruction label (care labeling symbol) shall contain symbols 
     for washing by hand or by machine, professional textile care, bleaching, 
     drying, ironing and pressing.
  (2)There are two kinds of washing methods: washing (including wash by hand 
     or by machine) and professional textile care (including professional dry 
     cleaning and professional wet cleaning). If either method is acceptable, 
     both methods should be stated on the label; if neither method is 
     recommended, indicate "do not wash, do not professional textile care" or 
     indicate with proper symbols. If any one of the methods is not allowable, 
     indicate so clearly on the label.
  (3)There are two kinds of drying methods: tumble drying and natural drying; 
     state one or both methods on care instruction label after testing the 
     performance of materials
  (4)The care label should be expressed mainly in terms of symbols, but it 
     could be accompanied with description of letters when it is necessary.
  (5)Suits or ensembles which may be sold separately or cared in different 
     methods must be labeled by pieces.
  (6)The symbols and specified meanings of these Criteria are as follows:

6.Labeling methods as follows: (1)The Labeling requirements of Article 3 (1) and (2) shall be provided with sewing tags, hanging-on or on the inner or outer wrappers. (2)The Labeling requirements of Article 3 (3) to (5) shall be provided with tags which are not damaged and do not fade after wash; to be sewed to a conspicuous part of the commodities; and on the wrappers if wrapper is provided for the commodity. The following items may, however, be otherwise labeled by attachment, referring to brochure or simply hanging-on. 1.Infant wear. 2.Swimsuits. 3.Underwear.(bra exclusion) 4.Accessories. 5.Reversible apparel without pockets. 6.Imported commodities with sewn labels of the exporting country. (3)For any pair of hosiery product that does not have a sew-on label, its smallest selling unit should have a uneasily dismantle hanging-on tag, attached card or be put in a box that state the required information as provided in Article 3 instead of having a sticker label on the hosiery. (4)Labeling of the country of origin of specific imported fabrics shall be provided based on the public announcement of Board of Foreign Trade of the Ministry of Economic Affairs. (5)The subject products shall be labeled mainly in Chinese, supplemented by any foreign language. 7.These Criteria shall become effective after announced for one year, except for Article 5 which will become effective after announced for two years.
