Law Content:

1.The Criteria is stipulated pursuant to Article 12 of the Commodity Labelling Act.
2.The Criteria will apply to those electrical appliances and electronic goods that are displayed on domestic market for sales, including hardwares and softwares, components and supplies.
Examples of the types and items of goods under the previous paragraph shall be publicly announced by the central competent authority.
3.The label of the electrical appliances and electronic goods shall include the following:
(1)Hardware products:
(a)Name of the commodity or model number of the commodity;
(b)Commodities manufactured domestically, the name, address and service telephone number of the manufacturer, contractor or distributor shall be labeled. Imported commodities, the name, address and service telephone number of the importer or distributor and the foreign name of the foreign manufacturer or foreign contractor shall be labeled;
(c)Place of origin;
(d)Manufacturing year and manufacturing number;
(e)Rated voltage (V) and rated frequency (Hz); (Not required if inapplicable)
(f)Total rated power consumption(W) or rated input current(A); (Not required if inapplicable)
(g)Specifications;
(h)Instructions of usage;
(i)Notes or warnings.
(2)Software products:
(a)Name, version and language of software;
(b)Commodities issued, designed or published domestically, the name, address and service telephone number of the issuing, designing or publishing company shall be labeled. Imported commodities, the name, address and service telephone number of the importer or distributor and the foreign name of the foreign issuing, designing or publishing company shall be labeled;
(c)Place of origin;
(d)System requirements;
(e)Function(s), purpose(s), or content of software;
(f)Screen resolution requirements;
(g)Notes or warnings; (Not required if inapplicable)
(3)Components and supplies:
(a)Name of the commodity or model number of the commodity;
(b)Commodities manufactured domestically, the name, address and service telephone number of the manufacturer, contractor or distributor shall be labeled. Imported commodities, the name, address and service telephone number of the importer or distributor and the foreign name of the foreign manufacturer or foreign contractor shall be labeled;
(c)Place of origin;
(d)Rated voltage (V) ; (Not required if inapplicable)
(e)Specifications;
(f)Notes or warnings;(Not required if inapplicable)
(g)Time-sensitive components and supplies, "Year, month" or "year, week" of manufacturing , and the expiration date or period of validity shall be labeled. Range of time-sensitive components and supplies shall be publicly announced by the central competent authority.
4.Labeling methods for the electrical appliances and electronic goods are as the following:
(1)Hardware goods:
(a)(a) and (c) to (f) of Criterion No.3.(1) shall be labeled on the product itself. The label shall be positioned in a manner so that it can be readily examined after normal use and installation. If the good is integrated with a monitor, the label may be alternatively shown on the monitor while operation method shall be indicated on the inner or the outer packages or in the instruction manual.
(b)(b) and (g) to (i) of Criterion No.3.(1) shall be labeled on the product itself, outer or inner packaging, or in the instruction manual.
(2)Software goods:
(a)(a) and (d) of Criterion No.3.(2) shall be labeled on the product itself. The position of the label shall be positioned in a manner so that it can be easily seen after normal use and installation.
(b)(b), (c) and (e) to (g) of Criterion No.3.(2) shall be labeled on the product itself, outer or inner packaging, or in the instruction manual.
(3)Components and supplies:
(a)(d) of Criterion No.3.(3) shall be labeled on the product itself. The label shall be positioned in a manner so that it can be readily examined after normal use and installation.
(b)(a) to (c) and (e) to (g) of Criterion No.3.(3) shall be labeled on the product itself, outer or inner packaging, or in the instruction manual.
(4)For goods too small in size or there’s objective difficult to indicate the labeling, items shall be labeled on the product itself in Criterion No.3.(1) to (3), may be provided through text on outer or inner packaging, or in the instruction manual, it’s also can be provided through electronic labeling on the product itself, outer or inner packaging, or in the instruction manual.
(5)The units of measurement and symbols for the goods in the criteria may be labeled according to the applicable national or international standards.
(6)The original labeling of imported goods shall not be covered.
(7)If the good is imbedded with a display device or if the good is not imbedded with a display device but is only operable through connection to a display device, the label may be alternatively shown on the monitor while operation method shall be indicated on the inner or the outer packages or in the instruction manual.
5.The Criteria shall take effect on May 18, 2023.
